Director, Finance and Operations – BITRI

• Lead and coordinate the prompt resolution of all internal and external audit findings relating to financial management, procurement, governance, reporting, and internal controls.
• Ensure timely production of monthly and quarterly management accounts
• Lead the preparation and timely submission of annual financial statements in accordance with International Financial Reporting Standards (IFRS).
• Lead integration of ESG principles into financial planning, budgeting, and performance reporting.
• Develop and execute long-term financial strategies to ensure institutional sustainability and value creation.
• Provide strategic leadership and oversight of the procurement and supply chain function in alignment with the Public Procurement Regulatory Authority (PPRA) Act, its Regulations, and related frameworks.

• Provide oversight and strategic direction for budgeting, financial planning, accounting operations, and financial reporting in line with regulations and best practice.
• Lead preparation and analysis of annual budgets, forecasts, and periodic financial performance reviews, ensuring accurate, timely and insightful reporting.
• Develop financial reports, dashboards and Board papers, and present key financial insights to the CEO, Board, and relevant committees.
• Ensure strong budgetary control, compliance, and monitoring of financial performance against benchmarks and approved plans.

• Provide strategic direction on financial sustainability, revenue growth, investment priorities, and capital allocation to support BITRI’s long-term sustainability goals.

• Lead financial analysis and modelling for investment decisions, partnerships, contract negotiations, and technology commercialisation.

• Provide strategic leadership in financial governance, sustainability, procurement excellence, and compliance with the PPRA Act.
• Provide strategic oversight for enterprise-wide procurement, ensuring efficient sourcing, supplier management, and contract execution aligned with organisational needs.
• Lead development and implementation of procurement policies, strategies, systems, and governance frameworks to drive value, compliance, and efficiency.
• Champion sourcing strategies that enhance cost-effectiveness, strengthen supplier relationships, and support both operational and R&D procurement requirements.
• Oversee implementation and optimisation of procurement technology systems and tools.

• Provide expert advice on the acquisition, operation, sale, leasing etc.

• Lead the planning and organization of the maintenance and operations of BITRI’s physical plant and grounds; offices; estates; buildings; and houses etc.

• Direct the implementation and monitoring of on-going preventative and deferred maintenance programmes
• Ensure that BITRI complies with all relevant safety regulations and precautions and applicable laws and codes
• Manage competitive relationships with any third parties to which relevant facilities management functions have been outsourced
• Direct the preparation and maintenance of a variety of narrative and statistical reports with respect to BITRI’s facilities management • Effective planning, organization and direction of facilities acquisition, maintenance and operations, sale / leasing etc.
Qualifications:
• Minimum Professionally qualified to Chartered Status (e.g. CPA, ACCA, CIMA,) from a recognized professional accounting body
• A postgraduate academic qualification such as an MBA, Master’s in Finance, etc from a recognized institution or any other equivalent qualification acceptable to BITRI would be an added advantage
Experience and working knowledge (length and type):
• At least 10 years’ experience with demonstrable exposure to finance, procurement and facilities management, including 5 years of experience in a senior management position.
• Working experience should imperatively be within an engineering, manufacturing, technology or R&D environment
