The Botswana Medicines Regulatory Authority (BoMRA) is a dynamic, fast-paced organisation committed to the regulation of Human and Veterinary Medicines, Medical Devices, and Complementary Medicines & Cosmetics. BoMRA is seeking an enthusiastic and experienced Human Resource Officer to support HR operations, payroll, benefits, HRIS management, and compliance.

Job Purpose

The HR Officer coordinates and delivers HR operations across the employee lifecycle, focusing on payroll administration, compensation and benefits, HRIS accuracy, and compliance with labour laws. The role enhances employee experience while supporting organisational efficiency.

Key Responsibilities

Payroll Administration

  • Prepare, process and reconcile monthly payroll within timelines.
  • Ensure accurate statutory deductions and remittances.
  • Maintain payroll records and resolve payroll queries.
  • Support payroll audits and ensure compliance.

Compensation & Benefits

  • Administer benefits (health insurance, allowances, retirement plans).
  • Support salary benchmarking, compensation reviews and job grading.
  • Ensure compliance with labour regulations.

HR Services & Employee Data Management

  • Maintain accurate HRIS and physical records.
  • Prepare HR reports (headcount, turnover, leave trends, payroll analytics).
  • Assist with recruitment processes and interview logistics.
  • Facilitate onboarding and offboarding.
  • Support performance management, training and employee relations.

Compliance & Process Improvement

  • Ensure HR and payroll processes comply with laws and policies.
  • Support internal and external audits.
  • Implement audit recommendations.
  • Recommend and coordinate process improvements.

Employee Support

  • Provide HR support on payroll, benefits and HR queries.
  • Support wellness and culture-building initiatives.
  • Promote a positive psychosocial work environment.

Job Specifications

Academic Qualifications

  • Degree in HR or related field.
  • Professional HR/Payroll certification (advantageous: CIPM, SHRM, IPM).

Work Experience

  • Minimum of 5 years’ post-qualification HR experience.

Technical Competencies

  • Payroll systems administration.
  • HR Information Systems (HRIS) proficiency.
  • Knowledge of compensation & benefits frameworks.
  • Understanding of Botswana labour laws.
  • Experience in HR reporting, audits and process improvement.
