Manager, Teacher Licensing at BOTSWANA TEACHING PROFESSIONALS COUNCIL
Role Purpose
Reporting to Director-Teacher Professional Services, the successful candidate will be responsible for planning, organising and controlling the activities of the unit by ensuring Teacher licensing through the implementation of approved plans, targets, policies and procedures.

The main duties include but are not limited to:

Facilitate the end-to-end licensing process of application processing, approvals, rejections, licensing revocation/cancellation, licensing appeals, renewals and teacher support services ensuring adherence to procedure.

Manage a team charged with this mandate and ensure understanding of the teaching standards, regulations, policies, procedures, processes and other requirements.

Oversee the formulation, review and implementation of relevant policies, strategies, rules, regulations, systems, and procedures that are meant to facilitate the delivery of the department’s mandate.

Contribute to the departmental strategic plans and development.
-
Lead any Licensing department projects and initiatives.
-
Establish departmental plans and targets for the various Licensing processes.
-
Plan and oversee departmental activities to ensure delivery.
-
Avail resources including financial to ensure departmental efficiency.
-
Establish Licensing policies, processes and procedures and work with the IT department to ensure the system effectively aligns with set processes and controls.

Establish a system of issuing Licensing certificates including requests for duplicates/copies.

Develop a system, guidelines, and processes as well as criteria for Licensing (and appeals) for approval by the Director and ensures adherence.

Train and ensure that departmental staff are equipped with the right tools for Licensing.

Review, coordinate and lead the effective and efficient and objective processing and evaluation of applications for Licensing.

Review and processes Licensing appeals and complex issues in accordance with processes and procedures.
-
Ensure support documentation is kept together and incidents of document loss are avoided.

Facilitate the development of a system for request of required and additional documents.

Ensure the Licensing process can be tracked and communication on application status given as necessary.

Ensure a system is designed with the support of IT to document and retrieve all Licensing related data.

In liaison with Records Manager retain accountabilities for all records pertaining to teacher Licensing.

Monitor and ensure that the flow of work is efficient and consistent with established practices.
-
Ensure modifications are proposed and implemented as the need arises.

Consider feedback from staff, regarding improving processes, systems and purchasing resources.

Look into opportunities for teacher professional and ethical self-development and in conjunction with Corporate Affairs and encourage teachers to take initiatives leading to professional recognition.

Address teachers, organised teacher associations and education institutions to create awareness through guidance, advice, and motivation on professional and ethical development.

Contribute on advisory and motivational publications on the teaching profession to the research function and various teaching target populations.

Authorise departmental unit expenditure in accordance with financial policies and budgets.

Manage the departmental unit recruitment, selection, performance management, learning and development, employee relations, talent development, staff welfare and succession planning.

Qualifications and Experience

Degree in Education Management / Education Research or related field,along with Management or Leadership Training.

A minimum of eight (8) years proven administrative and leadership experience in the education sector or in the field of public policy. At least three (3) of these years should have been spent in a Supervisory / Management role of a large public or private educational institution or regulatory environment with experience developing and implementing policies and procedures.
