Role Purpose
Reporting to Manager, Finance and Procurement, the successful candidate will be assigned to supervise and execute the Council’s annual financial planning, budgeting, forecasting and prepare monthly and quarterly management accounts to reflect an accurate financial position of the Council in order to facilitate decision making.

Implementation of accounting timetables.
The main duties include but are not limited to:

Prepare annual draft budgets of revenue and expenditure and consolidates budget submissions from departments.

Assist with the presentation of budgets to Executive Management and the Board and monitors expenditure and revenue against budget forecasts.

Prepare monthly budget reports and accounts for variances.

Prepare monthly management accounts to facilitate decision making and reflect an accurate position of the Council’s finances and accounts.

Manage reconciliation of various accounts (e.g., debtors’ and creditors, control accounts, trial balance) to ensure accuracy and prepares journal entries as necessary for review and approval.

Prepare final accounts and answers audit queries.

Make recommendations for the investment of short-term surplus funds.

Advise on the management of funds and levies to optimise returns.

Manage bank accounts and ensures availability of cash flow to meet Council’s short-term liquidity requirements.

Carry out professional calculations in relation to the development of tariff and other fee regimes to facilitate the development of appropriate tariffs and fees.

Make recommendations and contribute to the development and improvement of accounts’ financial management processes and procedures to enhance efficiency and transparency.

Review staff development programmes and mentor staff to optimise their potential.

Evaluate staff performance and provide counselling and advice to maximise staff contribution to Council’s activities.

Assist in finding suitable academic and skills development programmes to enhance human resource capacity of the Council.

Qualifications and Experience

Bachelor’s Degree in Accounting, Finance, or related fields.

Professional Membership of an internationally recognised institution of professional accountants such as ACCA, CIMA, BICA, ICAEW, ICAS, ACPA or equivalent.

Minimum of five (5) years post qualification experience in accounting, financial reporting and management or related fields two (2) years of which should have been in a supervisory role.

Experience using modern finance accounting packages and techniques is essential.
