Senior Licensing Officer at BOTSWANA TEACHING PROFESSIONALS COUNCIL
Role Purpose
Reporting to Manager, Teacher Licensing, the successful candidate will be assigned to coordinate, supervise and execute the Licensing section’s activities including the end-to-end teacher licensing process from application processing, approvals, rejections, licensing revocation/cancellation, licensing appeals, renewals, certificate issuance and teacher support services ensuring adherence to procedure, while monitoring performance to facilitate the achievement of the departmental objectives.

Adherence to established policies and procedures.
The main duties include but are not limited to:

Coordinate the end-to-end teacher Licensing process from application processing, approvals, rejections, licensing revocation/cancellation, Licensing appeals, renewals, and teacher support services.

Screen applications for new teacher Licensing and renewals.
-
Liaise with authorities such as the Police, DCEC as part of routine screening process and take appropriate action in the case of non-compliance.

Review and record observations on non-compliant applications.
-
Report non-compliant applications in accordance with strict Council rules.

Allocate compliant applications for recording and Licensing including issuance of certificates/duplicates.
-
Facilitate the forwarding of any identified breaches in standards or code of ethical conduct to the relevant internal manager.

Facilitate the forwarding of training related non-compliant applications to the teacher development unit.

Initiate correspondence to other non-compliant applications and follows-up.

Track the Licensing process of applications and intervenes in case of needed support and guidance.

Resolve Licensing/ non-Licensing issues or escalates within delegated limits.

Monitor the turn-around time of applications from first receipt to Licensing and provides feedback to enforce the standards.

Provide performance feedback to Officers and provides coaching and guidance.

Act as liaison with other departmental units and maintain open communication related to the teacher Licensing process.

Liaise with IT to gain access to and have maximum use of the Councils’ data facility.

Follow up, resolve, and give feedback on complaints from both internal and external customers.

Consolidate monthly reports to compile quarterly and annual reports and presents these to Manager: teacher Licensing.

Statistical data reported is accompanied by suggestions and recommendations.

Compile reports for review and approval and make recommendations to facilitate realisation of overall Teacher Licensing goals and that the process is efficient.

Qualifications and Experience
-
Degree in Education Management / Education Research or related field. along with Management and Leadership Training.

A minimum of five (5) years of experience in Education Management / Education Research or related field.
