Tebelopele is a non-profit health and wellness organization dedicated to protecting and improving the lives of communities across Botswana for over 25 years. Tebelopele facilities are situated in 23 locations serving residents in rural and urban areas. Tebelopele is currently seeking a qualified candidate for the Quality Assurance Officer role.

QUALITY ASSURANCE OFFICER – GABORONE 1

The Quality Assurance Officer will provide technical leadership and coordination for Tebelopele Wellness Center’s Continuous Quality Improvement (CQI) system, ensuring that program and service-delivery challenges are systematically identified, analyzed, tested and resolved using evidence based quality improvement methodologies, particularly the Plan-Do-Study-Act (PDSA) approach. The officer will work across all TWC sites to build capacity in the following:

  • Training staff on CQI concepts, tools, and methodologies.
  • Build staff capacity in data use, problem-solving, root-cause analysis, and PDSA cycles.
  • Facilitate CQI learning sessions and peer-learning platforms.

The position will work closely with the Technical Directorate, M&E Department, programs teams, clinical teams and site management to translate performance data and implementation challenges into measurable quality improvements.

Key Responsibilities:

CQI System Development and Coordination

  • Develop, maintain and implement the organization’s CQI framework.
  • Develop CQI tools, SOPs, guidelines, templates and reporting mechanisms.
  • Establish standardized CQI processes across TWC sites and program.
  • Coordinate the annual CQI workplan.
  • Maintain a central CQI project tracker.
  • Ensure CQI activities are integrated into routine program management and performance review processes.
  • Promote a culture of continuous learning and improvement across the organization.

Identification of Quality Gaps
The Quality Assurance Officer will work with M&E and program teams to identify performance gaps using:

  • Routine program data.
  • DHIS2 data.
  • DQA findings.
  • Clinical audits.
  • Supervision reports.
  • Client feedback.
  • Complaints and compliments.
  • Service utilization trends.
  • Missed appointments and IIT data.
  • Commodity availability.
  • Staff observations.
  • Program reviews.
  • Milestone performance.

Root Cause Analysis
The CQI Technical Officer will facilitate systematic analysis of identified problems using appropriate RCA tools, including:

  • 5 Whys
  • Fishbone/Ishikawa analysis
  • Process mapping
  • Pareto analysis
  • Cause-and-effect analysis
  • Workflow analysis

PDSA Implementation
The officer will provide technical support to CQI teams through all four stages of the PDSA cycle

CQI Capacity Building
Responsibilities include:

  • Train staff on CQI concepts.
  • Train teams on PDSA methodology.
  • Facilitate RCA training.
  • Mentor site-based CQI teams.
  • Conduct CQI coaching visits.
  • Develop job aids and learning materials.
  • Establish communities of practice for CQI.
  • Build the capacity of program managers and sites leads to independently conducting PDSA cycles.

Required Qualifications and Experience

Education
Bachelor’s degree in quality management/public health, nursing, or other health related discipline/Business Administration Management/Monitoring and Evaluation.

Experience
At least 2-5 years of relevant experience in quality assurance or quality improvement.
